Dr. Aaron F. Brantly is the Cyber Policy Fellow at the Army Cyber Institute, as well as the Cyber Fellow at the Combatting Terrorism Center at West Point. In this interview, he discusses his book, "The Decision to Attack," and how military and intelligence agencies engage state and non-state actors in cyberspace. He further considers the roles of deterrence and attribution in the cyber domain, and also comments on the delicate balance between security and civil liberties as terror groups become more sophisticated online.
